Phase 1: 00:00 to 00:15 (Seedance 2.5)

[ENGINE DIRECTIVE]
Generate a continuous 15-second hand-drawn 2D retro action-cartoon sequence at 60fps in 16:9 widescreen format using Seedance 2.5. Style: 1990s Toon-Noir animation (Who Framed Roger Rabbit meets Samurai Jack), thick bold ink line art, dynamic squash-and-stretch cartoon physics, elastic brawling, rapid 2-to-3 second beats. Maintain 100% strict visual consistency with provided asset sheets: "Buster Brawn" (Grey rabbit with red bandana and iron crowbar), "Tony the Toof" (Bulldog mob boss in pinstripes), and "Chippy" (Weasel in oversized trench coat). Setting strictly follows "Neo-Toon Metropolis Alleyway". Zero idle downtime.
